Changes in the national vaccination plan, these will be the populations prioritized in stage 3

The National Government of Colombia issued the Decree 109 of 2021 “Whereby the National Vaccination Plan against COVID 19 is adopted and other provisions are issued.«.

This third stage appeals to the objective established in the two previous stages that make up the first phase of vaccination, which seeks to reduce severe morbidity and specific mortality due to COVID-19, and will progressively vaccinate the inhabitants of the national territory who are at moderate risk of presenting a severe case and dying from COVID-19 or at moderate risk of exposure to the virus; the caregivers of the population under special protection; the Military Forces and the National Police.

Thus, through observational and analytical epidemiological studies, some chronic diseases have been identified that increase the risk of presenting serious conditions and dying from COVID-19, these are:

1. The population between 16 and 59 years of age, that presents at least one of the following conditions:

a. Hypertensive diseases (I10-I15, I27.0, I27.2)

b. Diabetes (E10-E14) c. Renal insufficiency (N17-N19)

d. VIH (B20-B24) e. Cáncer (C00-D48) f. Tuberculosis(A15-A19)

f.1. EPOC (J44) g. ASMA (J45)

h. Obesity Grade 1, 2 and 3 (Body Mass Index > 30)

i. On waiting list for vital organ transplants

j. Post-transplantation of vital organs.

k. Acute ischemic heart disease (I248- I249)

l. Heart failure (I500, I501, I509)

m. Cardiac arrhythmias (I470- I490, I498, I499) n. Cerebrovascular disease (I630-I639, I64X, I678, I679) o. Neurological disorders (G20X, G35X, F000- F023, G800, G820- G825)

p. Down Syndrome (Q900-Q909) q. Primary immunodeficiency, according to medical criteria

2. Educational agents, mothers and fathers The Colombian Institute of Family Welfare (Instituto Colombiano de Bienestar Familiar-ICBF).

3. The teachers, teaching managers and administrative personnel of preschool, preschool, elementary school, elementary school, middle school and high school.

4. Institutional caregivers of children and adolescents of the Colombian Institute of Family Welfare - ICBF.

5. Human talent in charge of attention and care Human talent in charge of attention and care

6. Caregivers of permanently dependent older adults in home care, identified by a health care provider.

7. Personal activo, el que sea llamado para la reserva activa or those who are in the process of training in the training schools of the Colombian Military Forces.

8. Staff of the Attorney General's Office of the Nation. with judicial police functions.

9. Indigenous guard and Maroon guard.

10. Human talent in funeral homes, crematories and cemeteries, that handle corpses.

11. Missing Persons Search Unit personnel which performs body identification activities, prospecting, exhumation and collection of physical material.

12. National pilots and crew transporting patients regularly by air as part of humanitarian missions, in support of health services or in response to emergencies and disasters.

13. Staff of the Special Administrative Unit of Migration Colombia. with functions or assigned to air, land, maritime and fluvial control posts, as well as with those who perform functions of migratory verification, foreigners and Judicial Police.

14. Human resources in health, logistical and administrative support. who attends patients in places other than health care institutions (IPS).

The prioritization established in this article is based on the best scientific evidence available at the time. However, if there is any variation in such evidence, both the target population and the prioritization established in the article may be updated.

The decree came into effect with its publication and stage 3 of vaccination will begin in May.
